Fuel gauges seem to be a perpetual problem on old dodges. When it doesn't work, there are too many things that could be wrong. At this point I always bench test it (sender plus gauge) before installing it in the vehicle. That ensures that you have the right pieces and they work correctly. Then if it doesn't work in the vehicle, look for bad grounds. The 1950s Dodge engineers seemed to have been very optimistic about grounding. "Hook it to something metal and it'll be good" seems to have been their theory. I have found gauge bracket not grounded to instrument panel, fuel tank not grounded to chassis (only happens if there's some rubber fuel line somewhere), sender not grounded to tank, and (the sneaky one) float arm not grounded to sender bracket.
