I ran an after type PTO on an up-to type transmission for years with a 1/4" thick spacer to allow for correct tooth contact. There is room as the housing on the after type is 1/4" shorter, the gear sticks out 1/4" further, and with the spacer, the housing is right up against the pedal pivot as if you were using the correct PTO.
