OK, so the sock is on the bottom of the tank, but is the fuel line actually on the bottom? There will be a residual amount of fuel that can't be picked up, but these days that needs to be as small as possible. I wouldn't expect fuel to flow until it's past the outlet level and this might take a few gallons, but if you vacuum it should pick up fuel if the pipe is set properly.
