At least on an open knuckle axle I doubt there is much wrong with the concept. I have painted my inner axle and the exposed part of the outer - stops the darn rust.
I would not be surprised to find an ebay seller take a rusty pitted axle, fill it with Bondo and paint it all nice and shiny in an effort to sell it. I would not buy it because I do not like the colour ;-)
