Electric motors will run, but with less power and more heat, with a winding or two shorted. But often the most obvious symptom will be sparking at the commutator (brushes). A motor in good condition will make only the tiniest sparks, if any at all. If you see much in the way of sparking, you probably have some shorted turns, which on a small motor are not repairable. If no sparks, then you can at least cross that one item off the list of possibilities.
