Price ultimately is whatever the seller gets. Some sellers are very optimistic. (i.e. http://www.dodgepowerwagon.com/classifieds/holley-052116-55.php). Anything is possible and quality stuff sometimes sells for nothing and junk sells for top $$.
This truck seems to have a nice bed and the winch setup. These are high demand items.
No mention of a title, but it greatly ads to value in this state. Also, was the replacement cab a proper PW cab?
As PW trucks are going up in value, IMHO his asking price is not patently unreasonable if its restored value is $20k. YMMV.
