I believe the gaskets set the preload on the bearings. If you put 3 in and you can move the shaft back and forth, take one out, and if you can still move it back and forth, take another out. It's not a particularly critical application because it on runs occasionally and at low speed, but it's worth doing it right if possible. If they show 3 stacked up in the parts drawing, it's because that's the most you could possibly need.
