If one is going to go to all the work to balance hubs and drums as matched sets, then before the balancing, the brake shoe contact surface should probably be turned (machined) for optimum braking effect. Again, as a matched set to the hub it will always be mounted to. Turning after balancing could cause an imbalanced situation.

Also after trial and error mating of the tire and tube to the wheel to arrive at the best concentric condition, if one plans to have the tread surface of the tires machine trued for roundness, now would be the time to perform that machine work - prior to balancing.

As one can see, there is a LOT going on here and none of this will cure flat spotting of bias ply tires on a vehicle that has sat for a few days.
