Yes, body looks good, seat cover and correct heater are nice plusses. I'm not in the market, but personally I wouldn't buy a PW w/o an original bed. There are tons of aftermarket/homebrew flatbeds around and they just never look right to me.
As for the trash in the cab, yeah, I don't understand it either. Random papers are an invitation to mice and rust. And very often you'll see a rig (either in the pictures or when you look at it in person) where there's a can of ether in the glove box and two more behind the seat, or the same with brake fluid. My '65 came with 2 "extra" fuel senders in the tool box. That sort of thing gives you a clue that they've been having trouble.
