I attempted this route on an M37 one time. VIN was legible on frame, had bill of sale. VA seems to care less about BoS and the title is golden. I tried for months to go down this route but because of the oddity of the VIN numbers, the DMV folks scratch their head and think things are made up, shuffle it to another pile, and ignore it. Lots of phone calls, lots of chasing paper work, and lots of "RE-submitting" of documents. I finally gave up and "failed to pay a shop for work done" to the truck. He filed for a mechanics lien... The process took 2 months, and then I paid him for changing that light bulb and he sold the truck back to me for $1 more than my repair bill. Title was valid. I kept the truck a year or two and sold it to a guy in MD and it has a valid title that matches the SN on the frame.
