Find out what the rules are in your state and get whatever paperwork they provide. Get that all filled out correctly and give it to the buyer. Then when they take it into PA DMV the PA folks will have to look up the rules from your state, but it should be okay. Just make sure you do everything perfect as far as your state is concerned.

If you're in PA as well then you'll just have to keep calling until you get someone who knows what the rules are. You might be out of luck depending on the state involved.
