Cummins loss of power

I am planning on taking my m37 on a 3-4 hour drive to Fairfield this weekend and of course last night driving home from work the 4bt lost power. When I let of the gas and put the transmission in neutral it idled fine and when I put it back in gear it ran fine. I don't use much fuel so I thought maybe I have some water in the fuel so I drained the fuel filter this morning but couldn't tell if it had water or not. I drove a long way around to work this morning and it ran great easily held 50 mph sounded good and had plenty of power. After about 6 or 7 miles going up a long hill same thing no power but never stalled. I downshifted all the way to first and crept up the hill in 1st but at the top it ran fine and I went back up to 4th and had no problem hitting the governer in 4th at about 60ish, had 12 psi boost so plenty of fuel. I am picking up a filter and probably a spare lift pump today and I might double check the connection to the fuel cutoff any other ideas? I have generally tried to use power service in the fuel on occasion should I consider an additive in case it is water? Could this be an injector pump? I have a hot rod fuel pump freshly rebuilt still sitting on the shelf that I might be able to swap tonight. I have honestly been a little scared of it, not sure the rest of my drivetrain can handle it.
