An advantage with the .38 Super is that, in most countries in Central and South America, the caliber is not restricted to government use, as is the 9mm, the .45 (ACP), and the 5.56.
It's not a good idea to aim for a head shot with a pistol, as the subject can easily and rapidly move his head, possibly causing a LTF (less than fetal) wound. Mid-torso GSWs are usually quite effective, assuming that one does not need to obtain intelligence. The femur/knee area allows for the disabling (in most cases) of the subject so that mobility is - to put it mildly - drastically reduced, yet the receivor of such a wound should still be conscious enough to provide intel to investigators.
