The famous words from one of the Power Wagoneers on the forum "Rust Never Sleeps", how true. You can cut each end of that cab moulding just above the weld with a grinder using a thin wheel and remove it to inspect, clean and paint, then reweld. Once I clean to the metal, my base primer is "Rustoleum's Rusty Metal Primer" # 7769, I think that is the correct number. It has fish oils that remove all moisture stopping rust. You do have to wait a couple of months for curing before the final coat, but it will prevent rust from returning. On my truck I applied a layer of silicone sealer on the upper side of that moulding to keep water from going inside the moulding, you may want to consider the same.
