I bought rebuild kits for both clutch cylinders from Napa. Wish I had written down the part numbers. Bleeding and then adjustment are real important. I've had good luck with very rapid pedal pumpimg (20 times or so) then holding for bleeding. A friend gave me a D400 bus this winter. It had been parked for years so I drained the gas, but the carb still gummed up from varnish. I rebuilt the carb, but it's been an on-going battle with hard starting and dying. And this is wth new lines and filters. It doesn't take much varnish to gum up the little needle float valve. If that needle valve sticks in its seat, you get a similar thing going with gas not going through and pressure building up the line. Good Luck!
