Spotted a PW "FOR SALE"

I just saw a PW sitting on the side of the road on a trailer. The owner listed nothing but a price($2100) and a phone#.
I am new to the PW game and I was hoping you guys could answer a few questions. The truck has no bed, only frame rails so I'm unsure if I'm right.
But it appears that this truck has a shorter wheelbase then the standard WM300. I looked over the rear of the frame, but I didn't see any sign of it being cut.
How do you tell what year it is? The only things I can tell are the Cab appears to be a WM300 style(angled windshield, flat fenders, same grill type).
The rims are 5 bolt with 10 bolts on the rim itself. The transfer case has what appears to be a brake mechanism on the back of it, it's a round device that has a band of metal around it.

The condition of this truck is poor, lots of rust holes, and what looks like old bondo coming out. The dashboard is still intact, all the gauges are there as well as a placqe warning that the front axle needs to be disingaged before driving on pavement.
The POWER WAGON bages from the side of the truck are gone. The passenger window is broken, and the seat is all ripped up.

I have no intention of paying $2100 for this truck, but it looks like it has been sitting for a while, and I always wanted one of these. Maybe I could get a deal.
I was hoping I could get an idea of how much I should offer. How to determine what year it is, what the wheelbase should be, and what other kinds of things I should look for before making an offer.
