Damon, I'm no expert (I'm rebuilding my first Power Wagon, actually my first anything), but I'll give you my two cents for whatever it's worth. First, I think the price is a little steep for a truck in the condition you describe. I looked at a rig in Western Maryland last week that runs and drives and I think the guy is asking $3000.00. The body was sandblasted and painted, though not very well, and it has some rust, but is basically complete (non-original, makeshift running board supports, etc. And this is with a pick-up bed. I know of two others in Southwestern PA more the condition you describe, and the guy wants $1,500 for both. I was fortunate to get a solid original 1950 B2-PW126 out of Western Idaho, no rust throughs anywhere, non-original engine (218ci.), bad front differential (a replacement came with the deal), original bed and tailgaight and rough rear fenders for about a thousand more than you are talking about. Another thousand had it brought across the country. Now this is alot of money, but I have alot to work with, and replacement parts will really add up.

Now, about the truck, you're considering: This web-page has all of the model year changes and specifications (thanks Joe!) so does the Dodge Truck History and Restoration Guide. The 5.83 differentials came standard with the 9x16's; The radiator hood is easily replaced, I think I saw Dennis Sherman has one for sale; glass is readily replaced; Roberts Moter Parts has seat kits, if your frame and springs are OK; the guages sound like a mess; any car restoration book can guide you through restoring the steering wheel; the flooer panels do unbolt for easy access (read air conditioning!); geanerators are rebuildable; the little loking device came with the PTO lever; Shifting is described in the reproduction owners manual from Fred Coldwell or the guy listed in Hemming's. I would't give more than $1500.00 for this truck. I know the bug is hard to resist, but I'd look for a running, driving rig with a good body.
