The Dodge PTO usually runs regardless of the tranny being in gear. Also in two directions like "forward"/ "reverse" or "in"/ "out". The speed is engine rpm related. So yes leave the transmission in neutral unless you want to drive the truck while operating the PTO. Winches are available you just have to keep looking. The best is to find a truck w/ winch to get all the extras like mounting brackets, propeller shaft w/ correct couplers etc... When purchasing from surplus /salvage ask for as many of these things as possible as it will reduce the headaches when installing. Good luck.
