I know this is a personal question but why not go for a
personal loan with the truck as collateral? Generally a bank is looking at what they can recover if you default on the loan.
I am suprised they gave you a $3,000+ figure for a value most banks in this area won't finance anything that old.
Perhaps you can get a copy of the appraisal and supply that to the bank.
Just a ex-bank employees viewpoint.
