Self-etching primer typically contains alcohol and phosphoric acid. Because it has alcohol in it, if there happens to be a trace of moisture on the surface when you spray it on, that moisture is less likely to prevent the paint from sticking or setting properly. Naturally, you should still spray onto a dry surface.

As to being waterproof after it's dry, the main thing is to use a primer-sealer or a sealer coat to prevent moisture penetration. There is a good chance that the primer you used is also a sealer, but double-check.
