This ounds like the area behind the front axle where the two section of frame lap. Water can get in there and cause rust. This kind of rust forms flakes as the metal de-laminates. These rust laminations will spread the two frame sections apart. If battery acid gets down there, it will be worse. Getting in there to clean out that rust would be tough.
