12v generator conversion, crank pulley problems

I am converting my '46 to a 12v system, but am doing so on a budget. Would it be possible to convert the existing 6v generator to a 12v by using a 12v regulator? I was thinking that the pulley might have to be resized to spin the generator a little faster, too. Also, I recently discovered that the crank pulley seems to be coming apart. It apparently is a two piece design, and the outer piece is pinned to the inner piece. Unfortunately, the pins are coming loose and the outer piece is free to rotate around the inner piece somewhat. Is this a common problem? Can it be fixed, or do I need a new pulley? I am also getting frustrated trying to get it off the crank. Are there any tips on doing this?
