Could be a way of making a local buyer pay a higher price. Set the reserve high then if a party is interested to buy it they can say look at the bids it is going up fast. Better buy it now if you want it. Ask a friend or use a 2nd account to bid it up close to the reserve price. If I bid on something I always look at the bidder feedback and bid history to make sure it is a fair auction or I won't bid! I have never retracted a bid in 10 years on EBay. I also have a 100% Positive 2500 comments in that 10 years. Ebay changed the rules so you can't read this now to check what the bidder buys to see if it is a fake bidder. One reason I don't sell on ebay anymore it has become a joke on expensive stuff!
