You might be right, but every newer type PTO I ever used had that knob whether it be a Harsh or a Chelsea to activate it and the up and down was controlled by the lever you see next to that "Rube Goldberg" parking brake set up. I don't think you could order a 2 speed axle on a 1.5 ton Dodge of that era, but I could be wrong.
