Always oil threads on bolts never assemble an engine without oil on threads, it is also a good idea to put a small amount of oil under the head of the bolt as well, otherwise you are not going to get proper torque specs. I use Marvel Mystery oil on all threads and heads, it's a light weight oil and works great.
Teflon thread sealant works really great on bolts that go into water jackets, obviously no oil on threads.
