It only swings down. To make it real strong I needed good hinges welded to the dump bed frame. 99% of the stuff I will dump can go over the tailgate and a bunch would not fit under it when I dump brush and trash stuff. I will be able to control it from inside the cab going down for dumping. Could do both but the tailgate needs locked and unlocked so the main control is next to the air cylinder on the passenger side when I install it. It can still be lifted up and down by hand since it exhausts air at the valve.
