I checked the actuator with a vacuum gauge. Had 20 on one side the switched t=case to 4X4 and had 20 on the other side. So I pulled the actuator. Had no bleed of on the out of 4 wheel but would not hold a vacuum on the 4x4 side so I change the actuator and held a good vacuum. With it idling in 4 wheel drive I spin a wheel I can see the u joint turning but nothing happens on the other wheel and the shaft don't spin. When I spin the other wheel again I can see the u joint turning but nothing. Other tire don't spin and the shaft don't turn.... Im actually thinking some one had trouble before and took the guts out of the Axle.
