Having spent almost 50 years in the electrical trade, and the last almost 28 years as an inspector, much to my surprise, I have never heard of a person getting a shock from the body or door handle of a vehicle.
However for those of us that live in the land of ice and snow, and use 120 volt block heaters in our vehicles, I believe this could very easily happen if the heating element has gone bad, is leaking voltage to ground (being the block), is fed from a two wire cord, or has no gfci protection.
Keep in mind that the vehicle is sitting on four or more thick rubber insulators, the owner -- driver --operator is also very likely wearing winter footware, and possibly even gloves.
Reminds me that a lot of electrical inspectors questions start with the two words What if and what if.
