18 volt alternator in my Carryall.

14.5 volts is fine with me but my volt meter shows over 16.5 volts. checked with a hand held meter and got the same result. So I pulled the alternator, tossed in a new regulator and reinstalled the alternator - no change in the output. Batteries are a bit run down but the truck will start on a single battery so I figure the voltage might be elevated but not that much. Going to see what I have in the way of another alternator or order another one.
No alternator testers around here............nothing is ever easy.
