There have been countless worthless gimmicks sold over the years to "improve fuel distribution" and "boost mileage". One I remember vaguely had a screen that was supposed to improve the vaporization of the fuel. Maybe what you have is one of these types of devices. Remove it and sell it on ebay. :)
