New tires can fail, they can rupture or even have the wire cord fail along the bead. Rims can fail too- cheap cast ones or the spun aluminum ones. Left the shop once when the rim started to make little dinking sounds ( turned out it was cracking) and the air was at 32 lbs. I am amazed how little air pressure it takes in a tire to make a great big bang or cause an injury.
welding on a rim is WAY dangerous too. I am starting to use those longer air chucks that keep a person away from the tire.
