Get a vacuum gauge and connect it to your vacuum port that the wipers connect to and see what it tells you (see link). Now with the distributor vacuum line disconnected disconnected and with the port to the distributor plugged at the carb, to see if there are any differences. If there is check the vacuum advance. The problem with the engine running better with the choke part way out could be the result of someone putting some incorrect jets into the carb. I had the same problem with mine after a rebuild. Then I checked the jets and found that the rebuild kit had jets that were too small. However, do the vacuum tests before you do any changes. It will give you a good insight to what is going on.
