PW axel ratio

I have just purchased a 54 C1 that I thought would have the 4:89 or 5:83 gears that are listed in the tech specs. But when I jack it up and make one revolution of the wheel, the driveshaft only spins around about 2 3/4 turns.Shouldn't it turn 4 or 5 times? Am I going about this the wrong way?
