Correct me if I'm wrong, but you use the capstan without a cable on the winch (or I guess the cable could still be spooled, just not in use with the capstan - make sure its secure!). Basically, you set the winch turning continuously, and you have a couple turns of rope on the capstan, so the rope is slipping while the capstan is turning. When you want traction on the rope and you want the winch to do the work, you pull on the rope. The extra friction allows the capstan to "grab" the rope and help you pull. When you want to stop just release the rope and the capstan will go on spinning. Not recommended for real heavy tension (you're kind of in harms way out there in front of the winch), but for operations where you just need a few hundred lbs of extra oomph works great.
