OK, so starting with the front row of rivets measuring center to center:
The inner most rivet is 2 inches from the inner edge of the fender.
Distance between the first and second rivet is 4 3/4 inches
Distance between the second and third is 4 3/4 inches
Distance between the third and fourth is 3 1/4 inches, which puts the fourth rivet about 4 1/4 inches from the outer edge of the fender.
