If I get a chance I will tell the driver, otherwise I have phoned either the police or passed the information on to an officer. Some drivers have no idea that the vehicle is damaged or dangerous to drive. Going to the police is the last thing i feel like doing. But an innocent person getting injured or killed trumps that worry.
