Remove the hoses, cap the top- tape or rubber and hose clamp. Hold flat of hand over lower fitting. Fill with hose. Turn off hose for quietude, and quickly remove hand from lower hose. You should get one quick BA-WHooosh, not dribbling with sucking/gurgling noises from the top tank (cap removed for all this).

If that is OK, at this stage most likely bad head gasket.

No need to drill the thermo with a bypass hose system. But make sure the thermo is in coper bulb down, but not your prob either. Upside down will be slow to open, maybe overheat too, then function OK.
