Repro gas tank mounting issues

I'm trying to mount up a repro gas tank from
Vpw on my 49 ffpw.
I can't get the tank high enough to get the the filler neck off of the frame rail. If I lift the tank to allow for 1/2 clearance between the neck and the frame, the top tank straps are 1/2" off of the crossmember where
They should be touching and bolted down through
Anyone have any suggestions? My lower tank straps are in good shape and the issue really is on the top side of the tank, mainly trying to get some clearance between the the neck and frame.
