When I started the PW I noticed the PTO Shaft turning around thru the brake pedal hole and that was after I had it running for a while! The lock out on the floor was keeping it engaged!! I got out and expected to see the cable all back wound but then I noticed the PTO Lever was locked open on the winch with the brake on I smiled. It used to be welded locked to the spool when I got it. Glad I spent the money on the lever and brake for it!!!
