318A keeps fouling number one plug

I have been trying to figure out why this plug keeps fouling so quickly. If I put a new plug in, the motor starts missing within 30 miles and when it is pulled it is oily. A cold compression test shows 115 psi, within 5 psi of the number 3 cylinder next to it. An ohms test of the ignition wire shows 15.9 ohms and 15.2 for the number 3 wire. I replaced the distributor cap and rotor because they showed carbon stains. The motor is a crate motor put in by a previous owner with very few miles and still has good paint. The truck is a 72 W200 with only 18k on the odometer. Could it be a bad valve seal? When started cold it runs rich with black smoke and unburned gas blowing out of the tailpipe. After warming up the exhaust does not blow any smoke but you can smell gas if you get close to the tailpipe. The engine does not have the power it should cold or warm and really struggles between 3rd and 4th.
