Missing or damaged grounding wire somewhere during disassembly? Did some head work on another vehicle and one of the block grounds was connected to the head. Though if the starter is turning over then that's unlikely, but must have been something disturbed during the head repair, just might not be an obvious one (banged a connector, kinked a wire, etc.)
I feel your frustration, especially when these things are supposed to be so "simple" compared to modern vehicles.
