The bushing is supposed to have almost zero clearance, so the sector shaft is a firm push in fit, the cork or felt "seal" slows any flow when the bush is in good shape, but won't help much when the bush is worn. There's a modern double lip metric seal (might have the part# somewhere) that's just tight enough in the housing (use some permatex) and good enough on the sector shaft to contain whatever oil you decide to use AS LONG AS YOU SET THE BOX UP CORRECTLY - it will even hold light weight gear oil and the outer lip prevents dirt/grime, etc getting in there.
