Here's a little more to add to the mix....The standard inner Budd nut is 2 7/32" in length. Using a 2 9/16" inner nut allows the use of a standard PW inner wheel, a spacer up to 9/16", and a dually outer wheel. This is the setup I was going to use. The only issue is possibly additional stress on the lugs.

I also have most of an alternate setup for using two dual rims on each side, which would probably solve all your problems. (One vital part lost in shipping by UPS)
It uses a spacer, it's thickness slightly more than the length of the lugs. Mounting holes were drilled and counter bored allowing it to be fastened using the original lug nuts with nothing protruding. Spaced between the mounting holes were lugs equal in length to the original PW lugs. This allowed back to back mounting of dually wheels with plenty of inner wheel clearance. The whole setup looked 'factory'. I've never seen another, either before or after. You've probably seen spacers similar to this to adapt wheels and hubs of differing bolt patterns, or for increasing tread width. You could probably have ones made up by a machine shop. Possibly the best way to go.....Good Luck.
