What worked best for me on oil can spots was a stud gun you use to pull panels with. Not using it as designed, but use the heat to your advantage. It's a lot more controllable than a torch, at least for me it was. I bought a shrinking disc and it was useless to me.

I used sprayable layout dye, a longer straight edge and a very fine larger metal file. Run the file over the dye lightly, just enough to show the highs and lows. With enough time and practice you can get it to the point where primer will get it great.

My roof was pushed down in the middle right at 4 inches. Here it is after working the metal.
