If your straps or chains are at 45 degrees that suggests you expect as much sideways force as forward and back. I'm sure your gear is strong enough to handle it, but the linear force in the angled strap will be multiplied by the angle and greater that the typical forward and back force it would have to resist from stopping and wind resistance. Your extra chains going fore and aft compensate for that if they are tight.

I've seen guys whose straps go mostly sideways, which tells me they are prepared for cross winds, but not for stopping.
