Its possible, I believe that's what the big ORV parks (Tellico, Attica, etc) in the east do. Personally I would think the optimum setup would be more like The Rubicon Trail, where the land is owned by the public, trails are maintained by a combination of State Parks and Rec, BLM, etc. and the various users of the trails i.e. the local ORV clubs. I believe such a trail system here would help with public relations, and our image as offroaders is concerned. I also think if was set up right it would make illegal offroad travel less likely.
