tapping it, then put in a bolt, cut it off, file flat and then drill and tap the smaller hole in the correct spot.
i have done this in that past and gotten away with it. generally fixing some other "great mechanic" effort.
Other alternative is to weld the hole closed and then tap.
What you did should work fine. My headers have no provision for a heat riser and once warmed up the vehicle runs fine.
