The bolts that hold the column and box are the last to do. Have the box loose and the column clamp loose, get the body all squared up where you want it, drop all the bolts in and tighten up the front left one, then the others, check alignment again and if you're happy with it, firm up the steering box bolts enough so you can still just move it, move column into place and tighten clamp, then finally fully tighten the box bolts.
