Rebuilt '51 Trans, Problems

I finished rebuilding my second generation 4 speed non syncro transmission for the '51 FFPW. I did not do anything to the top cover. When I put it in 1st the shafts turn but there is a gear to gear noise like two gears are not quite meshing. In second every things works but I can't get it out of 2nd without a lot of force. 3rd, 4th and reverse work fine. I do not see anyway to make adjustments in the shifting forks.

Any suggestions would be appreciated.
