Just wanted to thank everyone for their help. It's frustrating when you don't know how it's supposed to be. Turned out the main problem was the spring was put on backward. Also the weight wasn't in the right place on the shaft, and whatever spacers were supposed to keep the shaft from sliding too far in and out were missing so it could get hung up if it slid too far either way. I sort of assume that things are at least put together right, especially when it came from a government auction, but I should know better by now.

Unfortunately I see there's a pretty good exhaust leak between the intake and exhaust manifolds. I'm afraid if I drive it 2000 miles like that, it will erode the manifold to where I won't get a good seal, so I may have to pull the manifolds after all.
